Educational Seminar: EU carbon trading market

📅 12 November 2026

🕔 From 9:00 to 11:00 CET (welcome coffee at 8:30 CET)

📍 European Parliament

Introduction and Concept

The EU Emissions Trading System (EU ETS) is the cornerstone of the EU's climate policy. Since its launch in 2005, it has developed into one of the world's largest and most closely monitored carbon markets. Over time it has matured into a sophisticated ecosystem that brings together compliance entities, financial intermediaries, investment funds and other market actors, each contributing to the market's liquidity, efficiency and price discovery.

2026 marks a pivotal year for the EU ETS. The ongoing revision of the ETS Directive will shape the future design of the system and determine how it contributes to the EU's climate objectives for 2040 and beyond. Against this backdrop, this educational seminar brings together policymakers and market experts to give an up-to-date and practical overview of how the EU ETS operates in practice, the role of its key participants, and the policy developments expected to influence the evolution of the market in the years ahead.

Questions for discussion

The seminar aims to give participants a practical perspective on the structure, development and future trajectory of the EU carbon market and its role in supporting the Union's long-term climate objectives. Speakers will address the following topics:

  • How does the EU ETS operate in practice, from the primary auctioning of allowances to secondary market trading and the use of derivatives?
  • Who are the key participants in the EU carbon market, including compliance entities, financial intermediaries and investment funds, and what role does each play?
  • How has the market evolved since its launch in 2005, and what have been the principal regulatory milestones along the way?
  • What is the outlook for the EU carbon market in light of the ongoing ETS review, the revision of the Market Stability Reserve (MSR), and the planned introduction of ETS2 in 2028?
