Educational workshop on Distributed Ledger Technology (DLT) in capital markets

Context
The financial landscape is undergoing a significant transformation with the acceleration in the use of Distributed Ledger Technology (DLT). A broad range of stakeholders – issuers, banks, asset managers, FMIs, central banks, regulators – has been active in understanding and using DLT. The EU has been a first mover, in particular with the DLT Pilot Regime, but also with work on settlement solution for DLT based transactions (central bank money or possibly stablecoins or tokenised deposits).
The EC SIU Strategy has put a strong emphasis on “how to best leverage and deploy the latest generation of technologies and innovations in financial market infrastructure, such as distributed ledger technology, tokenisation of financial assets and Artificial Intelligence (AI)”. Policy and legislative proposals in this area are expected in Q4 2025. The ECB has also prioritised work in this area, as highlighted in recent speeches and announcements.
Educational workshop for European Parliament staffers to enhance their understanding of DLT and its implications for capital markets. This workshop aims to provide comprehensive insights into the technology, its applications, and the regulatory considerations.
Points for discussion
The objective of the workshop is to help EP members / staffers, financial attaches and other representatives of EU institutions to better understand:
- The fundamentals of DLT and its role in capital markets.
- The potential benefits and challenges associated with DLT.
- The current market developments.
- The regulatory framework and policy considerations for scaling the use of DLT in the financial
sector.
The event would also facilitate networking and knowledge sharing among participants.
