Context

The European financial sector is undergoing significant transformation, shaped by a combination of regulatory evolution, market shifts, and technological advancements. Policymakers and financial institutions are navigating an environment where regulatory frameworks are becoming increasingly complex, driven by the need for financial stability, risk mitigation, and alignment with broader economic and sustainability goals. At the same time, market dynamics are changing due to economic uncertainties, geopolitical tensions, and shifts in global capital flows.

Financial institutions must balance the pursuit of competitiveness and innovation with the imperative of regulatory compliance and risk management. Technology is playing a central role in this transformation, with digitalization, fintech developments, and new financial instruments reshaping traditional business models. However, these innovations also bring challenges, particularly in areas such as cybersecurity, data governance, and regulatory adaptation.

In response to these factors, there is a growing emphasis on fostering a more resilient, competitive, and sustainable financial ecosystem. Strategic discussions focus on ensuring that regulatory policies do not hinder innovation while maintaining the integrity and stability of financial markets. The sector’s ability to adapt to these evolving dynamics will be crucial in determining its long-term trajectory within the global financial landscape.

Points for discussion

There has already been a shift in thinking across the globe about how to drive growth. In Europe this manifests in core questions on which policymakers and private actors can explore in the EPFSF dialogue:

  • How to shift from regulation to investment?
  • How to ensure European financial flows lead to more investments in Europe?
  • How to provide European households with better investment opportunities in high-growth European companies?
